Robert E. Putt, Jr.

Robert Putt is recently retired, completing a fellowship as Senior Advisor to the Administration for
Children and Families of the U.S. Department for Health and Human Services. He was part of Kentucky
state government for over 13 years as Executive Director of the Office of Health Data and Analytics; the
Commonwealth’s first Chief Data Officer; Chief Information Officer (CIO) and Executive Advisor to the
Secretary of the Cabinet for Health and Family Services; Deputy CIO of the Judicial Branch and Executive
Officer at the Administrative Office of the Courts; and Program Director in the Finance and Administration
Cabinet for the Department of Revenue and Commonwealth Office of Technology.

Prior to state government, Robert spent nine years as a solutions provider to state, local, federal, and
foreign courts and judiciaries as Vice President at MAXIMUS; General Manager at ACS (Conduent); and
Director of the Project Management Office at SCT (Ellucian). He began his career as a summer intern at
IBM; then at Ashland Inc. and Valvoline working in the U.S. and Europe for 18 years in various systems
engineering, project management, staff management and enterprise systems roles.

A native of Carlisle, Pennsylvania; Robert holds an MBA in Management and BS in Mathematics from
Morehead State University, and taught as an adjunct professor at Georgetown College and Eastern
Kentucky University. He has been active in the community as a member of First Presbyterian Church’s
session and diaconate; commissioner to the Presbytery of Transylvania; president of homeowner,
townhouse, and condo association boards; supporter of the arts including the Central Music Academy,
LexArts, Lexington Philharmonic Foundation, and Chamber Music Festival of Lexington.
